Because we are tax-exempt, we can acquire property, issue bonds, and deliver development services at significantly lower costs than private institutions. Executive Director

Patrick Mohorcic is the Executive Director of the Lake Development Authority, an Ohio Port Authority established in February 2007 to foster job creation and enhance the economic welfare of Lake County residents. The Lake Development Authority leverages a range of economic development tools, focusing on three key areas: economic development, coastal development, and managing the Lake County Executive Airport. Prior to his current role, Patrick served as the Chief Financial Officer and Deputy Director for Planning and Development at the Lake Development Authority. His career also includes roles as Director of Workforce Development for the Lake County Board of Commissioners and Economic Development Manager for the Lake County Ohio Port and Economic Development Authority. Patrick’s accomplishments have earned him recognition from Crain’s Cleveland Business Magazine as one of their “20 in their 20s” and the title of 2019 Rookie of the Year by the Ohio Economic Development Association (OEDA) for his contributions to Lake County. A dedicated resident of Lake County, Patrick is the Ward 1 City Councilman for Willowick and has served on various non-profit boards, including Leadership Lake County, the Willoughby Western Lake County Chamber of Commerce, the Northeast Ohio Economic Development Exchange (NODE), the OEDA, and the Lake County Workforce Development Board. Patrick graduated from the College of Wooster in 2018 and earned his Master of Public Administration (MPA) in Public Finance from Cleveland State University in 2021.

Deputy Executive Director

Amy Cossick

Amy Cossick is a resident of Lake County. She has a bachelor’s degree in communications from Edinboro University of Pennsylvania and a master’s degree in public administration from Indiana State University. Cossick served as the Village Administrator for the Village of Fairport Harbor from 2018 until 2024. As the Chief Administrative Officer for the Village, Amy was responsible for the management of the administrative offices including the Service, Water, and Zoning Departments. In addition, Amy managed all of the long-range and strategic planning, economic development, and policy development for the Village. As Deputy Executive Director, Amy will manage and coordinate special projects undertaken by LDA, oversee LDA owned industrial properties, assist on coastal development and airport related projects, manage the Community Development Block Grant projects, and serve as the assistant Controller.

Director of Planning and Development

Myranda Keister

Myranda is a new resident of Lake County coming from Apple Creek, Ohio. She earned a Bachelor of Arts in Communication Studies, Interpersonal Communication and she minored in Organizational Communication and Human Resources Management. As Director for Planning and Development, Miss Keister’s focus is the execution of the Lake Development Authority’s strategic physical development initiatives around Lake County, including sourcing and structuring financing as well as overseeing the development process. Her responsibility also includes directing the Lake Development Authority’s implementation of the Lake County Coastal Development Plan and Landside Communities Plan. Myranda assists the LDA on business attraction projects undertaken with local, regional, and state partners.

Office Administrator

Debbie Connor

Debbie is the Port Authority’s Bookeeper and manages the Port’s financial records, prepares invoices and pays bills. She is also in charge of payroll and other human resource functions. She handles banking needs and reconciles bank statements. She is also responsible for assisting the Deputy Director of Public Finance and Chief Financial Officer with preparing budgets and board reports..

Airport Manager

Nick Belluardo

Nick Belluardo is a 2015 graduate of Kent State University, where he earned a bachelor’s degree in aeronautics with a concentration in aviation management—and where he first learned to fly. In 2017, he earned his Certified Member (C.M.) designation from the American Association of Airport Executives (AAAE) and is currently pursuing his Accredited Airport Executive (A.A.E.) credential. Nick began managing Wadsworth Municipal Airport in 2014, a role that launched his career in airport leadership. After graduation, he went on to manage Jefferson County Airpark, followed by six years as Airport Planning Manager at both Burke Lakefront and Cleveland Hopkins International Airports. There, he was actively involved in capital improvement projects, grant administration, infrastructure planning, and noise mitigation initiatives. Today, Nick is the co-founder of several aviation ventures, including Avit Flight Academy, The Airplane Clinic, Flight Services of Wadsworth, and B&P Aviation. He also teaches aviation management at his alma mater, Kent State University. Nick remains engaged in his community, serving as President of the Peninsula Library Foundation, an Aviation Merit Badge counselor, and as a board member of the Kent State University National Alumni Board.

Airport Consultant

Quienton Reid

Quienton Reid’s passion for aviation began in 2013 at Polaris Career Center in Middleburg Heights, Ohio. After serving on active duty in the U.S. Navy, he continued to build on his aviation experience and earned a Bachelor of Science in Aeronautics with a concentration in Aviation Management from Kent State University in 2024. Today, Quienton serves as the Airport Manager at Wadsworth Municipal Airport, where he oversees day-to-day operations and supports the airport’s long-term strategic growth. In addition to his role at Wadsworth, he also works as a consultant with B&P Aviation, offering his expertise to support aviation development and operational efficiency across a range of projects. He is currently pursuing his Certified Member (C.M.) designation through the American Association of Airport Executives (AAAE), further solidifying his commitment to excellence and leadership in the field of airport management.
